According to regulations, all transport vehicles must be equipped with journey monitoring devices and driver identification cards to control the driving time of drivers. Although most vehicles are fitted with these devices, many drivers install them just for formality and do not actually use them.

In light of traffic accidents related to drivers operating vehicles beyond the regulated hours, leading to loss of control and drowsiness resulting in serious accidents, regulations require that all freight and passenger transport vehicles be equipped with journey monitoring devices to control this behavior.

However, during patrols and inspections, many drivers have failed to use their own driver identification cards or have used someone else’s card to log in. Although there are cameras recording the driver’s cabin, they prove ineffective as drivers still exceed the regulated driving time, posing potential accident risks.

In addition to intensifying awareness campaigns among drivers about the use of journey monitoring devices, the Ho Chi Minh City Traffic Police Department has also stepped up enforcement against vehicles that fail to use these devices in order to prevent unfortunate traffic accidents.

- On the afternoon of May 13, on Le Quang Dao Street, Trung My Tay Ward, District 12, a task force from the An Suong Traffic Police Team inspected a tractor-trailer with license plate 50H-454.. pulling trailer 51R-506..., driven by L.V.T., and found that although the vehicle was equipped with a driver monitoring camera, the device was not operational.

- Subsequently, the task force signaled a passenger vehicle with license plate 50H-395.. driven by L.H.S. carrying 18 passengers to stop. It was discovered that the driver had used someone else’s identification card to log in while operating the vehicle.

- Continuing the inspection, the task force stopped another passenger vehicle with license plate 77F-009.. driven by T.V.T. with 10 passengers onboard. They found that driver T. did not use a driver ID card to log in, and although the vehicle was equipped with a journey recording device, it was non-functional. The task force issued administrative violation records for the above drivers and also imposed penalties on the vehicle owners.

According to an officer from the An Suong Traffic Police Team, the team’s task forces regularly interact with freight and passenger transport drivers to inform them about the regulations regarding the use of driver ID cards, journey monitoring devices, and driver cabin monitoring systems so that drivers are aware and comply strictly. These awareness efforts aim to improve driver responsibility and reduce traffic accidents, especially serious ones involving passenger transport vehicles.
